In Kentucky, the word homeschool does not appear in any laws. Instead, the commonwealth recognizes that homeschooling parents are establishing an at-home private school in their residence. Every parent has the right to educate their own child(ren) according to their own conscience and is guaranteed the right to privacy in their own home by the Fourth Amendment. Every Director of Pupil Personnel has a duty, by law, to ensure that every Kentuckian between the ages of 6 and 18 receives an education. On March 14, 1997 homeschool community leaders met with the board of directors of the Kentucky Directors of Pupil Personnel Association to share their views on the status of home schools in Kentucky. From that meeting a task force was formed to address the issues that were raised. The Best Practice Document for Homeschooling in Kentucky was created by the task force to provide clear direction for both private homechool administrators and directors of pupil personnel. We highly suggest all homeschoolers become familiar with this document and keep a printed copy with their homeschool records for quick reference.
